Ukraine has received another €4.36 billion under the EU’s €90 billion support loan, the bloc announced on Nov. 5, 2026. The payment includes funding tied to reforms required by the International Monetary Fund and a separate allocation for defense.

Of that amount, €3.7 billion was linked to implementing IMF reforms. A further €658 million came through the loan’s defense component. Access to installments under the broader loan depends on Ukraine completing reforms required by the EU and IMF.

EU Economy Commissioner Valdis Dombrovskis said Ukraine’s fulfillment of conditions agreed with international partners showed its commitment to joining the bloc and making its economy more resilient.

The EU has also outlined plans for paying out €45 billion allocated for 2027 under the loan. Those payments will depend on continued reform efforts.

Ukraine nevertheless expects an additional budget shortfall of €70 billion for 2027. The European Commission is drafting a paper setting out options to address the gap, while countries outside the EU are being urged to pledge support.
