Trump mocks Democrats, vows new tax cut in trip to Baltimore

Sep 15, 2019

BALTIMORE — President Donald Trump sought to boost the spirits of Republican lawmakers Thursday, mocking Democrats and promising a new tax cut package, as he returned to the city he recently disparaged as a "rat and rodent infested mess." Trump spoke to House Republicans attending an annual retreat in a hotel on Baltimore's waterfront. Protesters gathered nearby. But inside, the president found a friendly audience of legislators whose political futures are closely tied to how well he performs in next year's election. They greeted him a chant of "four more years." Trump obliquely addressed his earlier insults against Baltimore, promising...

US long-term mortgage rates rise, with 30-year at 3.56%

Sep 15, 2019

WASHINGTON — U.S. long-term mortgage rates rose this week but remained at historically low levels. Mortgage buyer Freddie Mac said Thursday the rate on the 30-year, fixed-rate mortgage increased to 3.56% from 3.49% last week. Average rates on the benchmark loan have remained below 3.6% for four straight weeks — the first time that's happened since the fourth quarter of 2016. A year ago, the 30-year rate stood at 4.6%. The average rate for 15-year, fixed-rate home loans rose to 3.09% from 3% last week. Mortgage rates fell sharply over the summer as a slowing global economy and tensions from...

The Fed and ECB aim to avoid downturns but with limited ammo

Sep 15, 2019

WASHINGTON — The Federal Reserve and the European Central Bank are struggling mightily to invigorate their economies at a time when growth is slowing, governments remain on the sidelines and the banks' usual stimulative tools appear less effective than in the past. On Thursday, the ECB delivered a blast of monetary stimulus to try to rescue Europe's teetering economy in the face of sputtering growth and uncertainties caused by the U.S.-China trade conflict and Britain's expected exit from the European Union. The Fed is set to follow with its own stimulative move next week — its second modest interest-rate cut...

Officials spar with senators over plan for mortgage giants

Sep 15, 2019

WASHINGTON — Trump administration officials on Tuesday defended their plan to Congress for ending government control of mortgage finance giants Fannie Mae and Freddie Mac, clashing with Democratic senators on whether the change would raise home borrowing costs and neglect lower-income homeowners. The two finance companies nearly collapsed in the financial crisis 11 years ago and were bailed out at a cost to taxpayers of nearly $190 billion. Treasury Secretary Steven Mnuchin and Housing and Urban Development Secretary Ben Carson, along with regulator Mark Calabria, director of the Federal Housing Finance Agency, testified before the Senate Banking Committee on the...

Lawmakers eye stopgap spending bill to prevent a shutdown

Sep 15, 2019

WASHINGTON — Democrats controlling the House are proposing a government-wide temporary funding bill to prevent a federal shutdown at month's end and to give the Senate time to get moving on $1.4 trillion in spending bills to fill in the details on this summer's bipartisan budget and debt deal. House Appropriations Committee Chairwoman Nita Lowey, D-N.Y., said Monday that the temporary funding bill would likely extend until "sometime in November." House and Senate aides said Nov. 21 would be the likely end date for the measure. The GOP-held Senate is likely to go ahead with the move, and all sides...
